Messrs. Jardine, Matheson & Co., Limited, out there, communicated with the Colonial Secretary at Hong Kong with regard to Mr. Falk's position under a recent Order in Council dealing with the nationality of persons who may have charge of British Merchant Ships, the Company being desirous that Mr. Falk should be given command of one of their ships. In reply to their letter, they received a letter from the Colonial Secretary dated 19th November 1919, in which they were informed that the Secretary of State for the Colonies was prepared to reconsider Mr. Falk's application for naturalisation provided that he resided continuously in Hong Kong or else in H.M. Dominions for the period of one year.
We enclose a copy of this letter.
It is of the utmost importance to Mr. Falk that he should be in a position to obtain naturalisation as soon as possible, and he thought that if he came to this country, he might be able to get his application expedited. He accordingly left Hong Kong last month and has just arrived here for the purpose.
We enclose a copy of a Certificate of his service, which has been given to Mr. Falk by Jardine Matheson & Co. (the original of which we can produce to you), from which you will see that from the 15th December 1909 down to the 25th February 1910, he has been serving practically continuously on various ships belonging to them.
